Most published 2026 guides put South African software developers at R 200–R 1,200 an hour, depending on seniority, and agencies at R 450–R 1,500 or more. Employed developers earn R 22,181–R 100,232 a month on average, by experience, according to OfferZen. Syniq does not bill by the hour: we quote one fixed price per project.
An hourly rate is the first number most people look for when they price a developer, and the published figures vary widely. This guide puts five rate guides for the South African market side by side, sets out what employed developers earn, works out what an hour of an in-house developer really costs, and explains why Syniq prices custom work per project instead.

What developers charge per hour in 2026
Three guides break hourly rates down by seniority:

Read across the rows and most of the guides agree on a band: about R 200–R 400 an hour for a junior developer, R 400–R 700 for mid-level and R 650–R 1,200 for a senior, with agencies from about R 450 to R 1,500. The Pretoria guide sits well above the rest, at R 1,200–R 2,000 for a senior and up to R 2,500 an hour for an agency. CoolMinds prices agency work by the day instead: R 8,000–R 20,000 a day for a team of two or three.
Location moves the rate too. Naveck puts Cape Town agencies at R 700–R 1,200 an hour, Johannesburg agencies at R 500–R 1,000 and Durban agencies at R 400–R 800.
None of these is an independent survey. CoolMinds, Digital Platforms and Software Developer Pretoria sell software or web development in South Africa, Naveck is a software company in New Delhi that presents its own developers as the offshore option, and Freelancian is a blog that advises freelancers on what to charge. Naveck and Digital Platforms price web developers rather than software developers in general. Treat every range as a guide, not a quote.
None of the five says whether its rates include VAT. A supplier registered for VAT adds 15%. Since 1 April 2026, registration is compulsory only once taxable sales pass R 2.3 million in 12 months, so a freelancer below that might not charge it. Ask before you compare two quotes.
What developers earn in South Africa
If you are weighing a hire against outsourcing, salaries are the other half of the sum. OfferZen's 2026 Salary and Benefits Report surveyed developers, data professionals and tech leaders in February 2026 and kept 2,270 valid responses. Its salary trends article gives these averages, as gross monthly salaries before tax:

Only the most experienced group earned more than in 2025. The city matters too: at four to six years' experience, developers in Cape Town averaged R 54,674 a month against R 44,439 in Johannesburg, a gap of 23%. OfferZen also warns that its averages should not be used to estimate what any one person will or should earn.
What an in-house hour really costs
A salary is not the hourly cost of the work. Here is the sum for a developer with four to six years' experience, at OfferZen's 2026 average:
- Salary: R 48,200 × 12 = R 578,400 a year.
- Skills Development Levy: 1% of payroll, or R 5,784 a year. SARS charges it once your total payroll will pass R 500,000 in the next 12 months.
- UIF: the employer pays 1% of pay up to R 17,712 a month (SARS), so R 177.12 a month or about R 2,125 a year. The total is now about R 586,309.
- Available hours: 52 weeks × 40 hours = 2,080. Take off 15 working days of annual leave, which is the legal minimum of 21 consecutive days (120 hours), and the 11 public holidays that fall on a weekday in 2026, including the 4 November local election day (88 hours). That leaves 1,872 hours.
- Project hours: meetings, reviews, learning and admin take their share. If 75% of the time goes to your project, that is 1,404 hours.
- Cost per project hour: R 586,309 ÷ 1,404 = about R 418 an hour.
That is before medical aid, bonuses and other benefits, a laptop and software licences, recruitment, sick leave and the time someone spends managing the work. The 75% is our assumption, so change it for your team. The same sum for each experience band:

Every row includes the Skills Development Levy. A business whose whole payroll stays under R 500,000 a year does not pay it.
Set those beside the rates above. An employee with four to six years' experience costs about R 418 per project hour, near the bottom of the R 400–R 700 band the guides give for a mid-level freelancer, and that is before benefits and equipment. The difference is that you pay the employee whether or not there is project work to do.

A low rate can be the dearer choice. A freelancer who needs three rounds of rework, or an employee with nothing to build for three months, costs more than the rate suggests.
Why an hourly rate is a poor comparison
Two quotes can end at very different totals, because the number of hours is the real variable. Take two suppliers: one charges R 600 an hour and needs 400 hours, the other charges R 900 an hour and needs 250. The lower rate costs R 240,000 and the higher one R 225,000. An hourly contract also leaves the risk of overruns with you.
Ask each supplier for a total price against a written scope instead. If the scope is not clear enough for that, settle it in a short discovery phase first. From an hourly rate to a budget
Rates only become a budget when you know the hours, and the hours depend on the scope: the screens, the user roles, the integrations and the data you bring across.
